Develop and adopt the annual county government budget including the budgets of the independently elected County Clerk, Water Resources Commissioner, Judges, Prosecutor, Sheriff, and Treasurer, as well as all other departments and agencies.
Audit monthly bills as required by statute, monitor and approve expenditures.
Adopt equalization of tax assessments.
Set compensation of all elected officials, department heads and county employees.
Appoint members of a number of boards and commissions.
Establish personnel policies and procedures for a number of county departments, and jointly with elected officials as affecting their departments.
Review and adopt grants.
Establish new programs, or terminate existing ones.
Provide for necessary facilities and equipment for county government operation, and for maintenance of such facilities and equipment.
Assist local units of government, through intergovernmental contracts, in areas of public works, human services, and law enforcement.
Plan for coordinated development through the Economic Development Corporation and the Cass County Planning Commission.
Set the county tax rate, within its own rate limitations.
Review and set many fees collected by county departments.
Adopt other ordinances as provided by law.
Represent the County on various Boards and Commissions, including community events.
